Modis: Bilingual Proposal Manager


This is a Full-time position in Montreal, QC posted July 12, 2021.

Reporting into the Director, Proposal and Corporate Knowledge Centre, Ottawa, the Bilingual Proposal Manager will be the primary resource responsible for preparing responses to formal solicitations for our Montreal office.

This includes planning, coordinating, developing, tracking progress, guiding proposal team members, reviewing proposal content for consistency and quality and physically preparing all proposal documents to result in the submission of winning proposals.

Responsibilities will also include working closely with the Managing Director, Quebec and Montreal Business Development Managers to identify content for translation for building and maintaining a French proposal content library.

Additionally, this resource will be required to support the development of formal solicitations, in English, across multiple Canadian locations.

·Reviews solicitation documents to identify potential risks / difficulties;
·Supports the successful pursuit, completion and submission of winning solicitation responses;
·Monitors French tender sites for potential opportunities and amendments to ongoing solicitations;
·Coordinates proposal development and delivery of proposals by:oWorks closely with Business Development Managers (BDMs), Resource Development Managers (RDMs) and other PCKC team members and Modis colleagues in managing, writing and preparing proposals; oSends solicitation amendments to the proposal team members and communicating the impact of solicitation amendments on proposals currently in progress; oCoordinates bid status meetings in accordance with the proposal timelines to report progress; oCreates proposal schedules; oAssigns work to proposal team members; oCoordinates and tracks proposal team members effort against the proposal schedule; oCreates proposal shells consistent with the bid submission instructions of solicitations; oWrites proposal content to meet specific proposal requirements; oReviews and provides feedback on proposal content, resource resumes and grids to verify and improve on the content and to ensure all content meets quality objectives; oConducts a quality review of entire submissions and providing a final verification against evaluation criteria; oPrepares the final proposal submission for physical or electronic submission.
·Performs proposal closeout activities upon submission, by:
·Updates corporate tracking database with current, accurate proposal information; andoExtracts re-usable/updated components from the final proposal documents and storing them appropriately in corporate (French or English) repositories.
·Creates, manages and maintains corporate content (French and English) for bid submissions;
·Builds, manages and maintains a French content repository for bid submissions by identifying English content for translation;
·Reviews and assists with writing, establishing, and improving PCKC processes and procedures;
·Contributes to and participates in Bid/No-bid decisions, providing advice from a corporate qualification’s perspective as necessary; Performs Proposal writing/management of bids across Canada (English or French) as needed in times of increased demand; Supports the Business Development Managers (BDMs) in:Responding to client inquiries; andDeveloping questions and corresponding strategies for RFP responses.
·Sends questions to contracting authorities seeking clarity on solicitations.
·Participates on various projects throughout the year, in support of BDC efforts and in conjunction with the PCKC Director, Ottawa.

SECONDARY FUNCTIONS:Formats resumes; Supports PCKC team members with their submissions;
·Responds to English solicitations for business;
·Reviews and improves proposal processes and procedures;
·Maintains and/ or develops proposal templates; AND
·Supports thePCKC Director and participates in special projects throughout the year, and performs other related duties as required.REQUIRED ACTIVITIES:

·Post-Secondary Education (college or university) combined with proposal management, writing/editing experience, or considerable experience within a similar role or within a similar industry;
·Minimum of 2 years’ experience responding to solicitations, including working with teams, preparing schedules, setting deadlines, developing bid responses requiring capability within the IM/IT professional services sector;
·Experience with proposal management, technical writing, freelance writing or editing, technical recruiting for Request for Proposals (RFP’s), account management with an RFP component are all assets;
·Prior experience working setting up workflow processes to capture content in real time; Demonstrate capability to interpret RFP related concepts, effectively researching and adapting corporate content in response to solicitation documents, to ensure compliance, integrity and quality; Demonstrate experience identifying potential road-blocks or challenges and effectively guide stakeholders to effective solution.Knowledge and/or experience with Federal / Provincial (Quebec) Government or other Procurement processes is required; Practical experience in project management and process improvement; Demonstrate expertise with Microsoft Office suite of tools (Word, Excel, Teams, PowerPoint, OneDrive) at an advanced level; andUnderstandsbusiness processes and practices and the ability to follow established procedures for engaging work in developing proposals and provide improvements are all assets.Familiarity in using tender websites used for the release of business opportunities; SKILLS & OTHER POSITION REQUIREMENTS:Excellent communication skills (French and English) both verbal and in written; Team player attitude and willingness to give and take direction; Strong organizational skills and ability to perform multiple tasks simultaneously; Ability to negotiate and manage deadlines under tight deadlines; Works well under pressure; Demonstrates a collaborative spirit and willingness to give and receive feedback; Able to maintain professionalism and calm demeanour while under stress; Ability to prioritize multiple time-sensitive tasks/projects; Strong ability to coordinate and adjust work timelines to accommodate various schedules and avoid bottleneck situations; andComputer literacy must include strong PC based applications i.E.

Word, Excel; Teams, OneDrive, PDF tools, etc., to assemble documents electronically; andStrong research and web navigation skills.
