Contract Specialist – Offsets (VP/ITB)

POSITION PROFILE The Contract Specialist
– Offsets (VP/ITB) role is a key function to element the overall objectives of the L3Harris commitments to the Canadian and foreign Governments for current and future programs.

The incumbent will lead the L3MAPPS team in areas of IRB and VP/ITB initiatives, with the eventual goal to oversee all offset obligations and requirements for the Maritime International sites.

The incumbent will also provide contract administration support to L3 MAPPS.

This position is based in Montreal, Quebec.

– Manage Canadian IRB and VP/ITB requirements across Maritime International projects, Execute administration duties including the submission of monthly and yearly reporting ITB/VP delivery documents in support of various programs including Royal Canadian Navy (RCN) and Canadian Coast Guard programs, such as Canadians Surface Combatant (CSC), Arctic Offshore Patrol Ship (AOPS), Joint Support Ship (JSS);
– Provide coordination, planning, and execution for Offsets/VP/ITB commitments on major projects for Maritime International products;
– Develop and produce Offsets/ITB/VP proposal documents in support of bids for new programs requiring ITB/VP submissions;
– Coordinate activities from Business Development, Project Management, Supply Chain, and MAPPS Management to identify, plan and ultimately meet all MAPPS IRB and VP/ITB commitments;
– Provide contract management support to L3 MAPPS for various contractual documents for L3Harris programs, including working closely with other L3Harris divisions and L3Harris sub-contractors;
– Provide contract administrative support, including schedules, spread sheets, Configuration Management/Document Management (CM)/DM) support, and submission of contracted deliverables for L3Harris programs;
– Provide Business Development support that includes support to proposals, marketing and Sector/Segment/Division reporting;
– Contribute to Proposals to ensure offset obligations are understood and properly described in our offers.

– Coordinate and report on activities with Sector and Segment to achieve effective overall offsets management within the company.

– Set up and manage MAPPS/Maritime International banking credits; QUALIFICATIONS
– Bachelor degree or Equivalent;
– Experience with managing Industrial and Technological Benefits (VP/ITB Obligations) on major defense programs;
– Additional experience required in: o Contract Administration o Program Management o Canadian military defense procurement/programs o Configuration and document management
– Strong writing skills to produce Contractual, PM and BD documentation is a must;
– Ability to facilitate working sessions;
– Excellent interpersonal skills that instill confidence and trust among clients and internal teams;
– Ability to work independently;
– Bilingual with excellent written and verbal communication skills.

Due to the nature of our work qualified candidates must be able to obtain and maintain a Canadian security clearance.
